UAE e-invoicing: deadlines, scope and what software you need
The UAE is moving business invoices onto a national e-invoicing system run by the Ministry of Finance. Every fact on this page is quoted from the Ministry's decisions and official pages, with a link, and was checked on 30 September 2026.
In short: businesses exchange structured e-invoices through an Accredited Service Provider (ASP). Larger businesses go first; everyone in scope must appoint an ASP before their go-live date.

Who is in scope
The system applies to any person conducting business in the UAE for every business transaction, unless the person or transaction is excluded. Excluded transactions listed in Ministerial Decision 243 of 2025 include: Government Entities acting in a sovereign capacity, not in competition with private sector; International passenger air transport where an Electronic Ticket is issued; Airline ancillary passenger services with an Electronic Miscellaneous Document; International air cargo with an Airway Bill - only for 24 months from system effective date; Financial services exempt or zero-rated under Article 42 of VAT Executive Regulation; Any other transaction determined by the Minister.
The Ministry's June 2026 programme deck describes the threshold as revenues "exceeding" AED 50 million, while the Ministerial Decisions say "equal to or exceeds". The Decision is the legal text, so plan on the Decision's wording and confirm with your tax adviser.
What to do now
1) Work out your revenue band from your latest financial statements. 2) Ask your accounting or ERP vendor whether it is an Accredited Service Provider or integrates with one. 3) Appoint an ASP before your deadline and test sending invoices before go-live.

When does UAE e-invoicing start?+
Voluntary use and the pilot start on 1 July 2026. Businesses with revenue of AED 50 million or more go live on 1 January 2027; those below go live on 1 July 2027, per the Ministerial Decisions as amended in 2026.
What is an Accredited Service Provider (ASP)?+
A provider accredited by the Ministry of Finance to exchange and report e-invoices on your behalf. The Ministry lists 60 accredited providers.
Is a PDF invoice valid under UAE e-invoicing?+
No — the Ministry of Finance states that PDF, Word, image, scanned and emailed invoices are not e-invoices.
