Recruitment software for an Indian company should be chosen on three things before features: where your candidates actually come from (job portals, referrals, walk-ins, campus or agencies), whether hiring data needs to flow straight into your HRMS and payroll, and how the vendor prices seats. For most small and mid-sized Indian employers that already run an HRMS, the recruitment module from the same suite (such as Keka Hire, Darwinbox Recruit or greytHR Recruit) removes the most manual work. A standalone applicant tracking system (ATS) such as Zoho Recruit or Workable makes more sense when you hire at volume, use agencies, or need deep job-board and career-site control. Published prices are thin in this category: only some vendors show a number, and several use calculators or quotes.
Executive summary
- Formal hiring volume in India is large and young. EPFO's provisional payroll data for July 2025 shows a net addition of 21.04 lakh members, with around 9.79 lakh new subscribers, of whom 61.06% were aged 18 to 25. First-time job seekers generate high applicant volumes and need fast, mobile-friendly application flows.
- Suite recruitment modules beat standalone tools on data flow, not on depth. If an offer letter, onboarding checklist and payroll record need to be created from the same candidate record, a module inside your HRMS avoids re-keying. Standalone ATS products usually go further on sourcing, career sites, agency portals and reporting.
- Pricing models differ more than prices. greytHR publishes Recruit at ₹2,500 per recruiter per month as an add-on. Workable publishes plan prices in USD per month by company size. Zoho Recruit uses an on-page calculator. Darwinbox and Naukri RMS work on quotes. Compare on a three-year cost for your recruiter count, not on list price.
- Compliance has moved into the ATS. The Digital Personal Data Protection Act, 2023 and the DPDP Rules, 2025 (notified in November 2025 with an 18-month phased timeline) turn candidate CVs, consent and retention into obligations your ATS must support.
- The four Labour Codes took effect on 21 November 2025. Offer letters, wage definitions and fixed-term contracts should be reviewed against them before templates are loaded into any recruitment tool.
Market context
India does not publish an official "ATS market size", and we do not quote private estimates. What public data does show is the scale and shape of formal hiring that recruitment software has to handle.
Formal job creation. The Employees' Provident Fund Organisation (EPFO) releases monthly payroll data through the Ministry of Labour & Employment. Its July 2025 release reported a net addition of 21.04 lakh members, growth of 5.55% in net payroll additions over July 2024, and about 9.79 lakh new subscribers. EPFO added 5.98 lakh new subscribers in the 18 to 25 age group, 61.06% of all new subscribers that month. The same release notes that about 16.43 lakh members exited and rejoined EPFO-covered establishments, which is a proxy for job switching.
Two practical consequences follow for software buyers:
- Application volume skews to early-career, mobile-first candidates. A long desktop form loses these applicants. Look for mobile application, WhatsApp or SMS status updates, and resume parsing that copes with Indian CV formats.
- Job switching means repeat candidates. A good ATS de-duplicates candidates across roles and years and lets you rediscover past applicants before paying a job portal again.
Regulation. The Government made the four Labour Codes effective from 21 November 2025, rationalising 29 central labour laws. The DPDP Rules, 2025 operationalise the DPDP Act, 2023 and require standalone, clear consent notices that explain the specific purpose for which personal data is collected, with an 18-month phased compliance timeline. Recruitment is one of the most data-heavy HR processes: CVs contain contact details, education, employment history and sometimes identity documents.
Where India differs from global ATS assumptions. Many global tools assume LinkedIn and a company careers page are the main channels. Indian hiring, especially for operations, sales, retail, logistics and manufacturing roles, relies heavily on job portals, referrals, consultants, walk-in drives and campus hiring. A tool scoring below 60 on your weighted sheet is rarely rescued by a lower price, because re-keying and lost candidates cost more than licences.

Total cost of ownership
Illustrative model — assumptions stated. This is not a quote. It shows how to build a three-year cost, using only the published greytHR Recruit add-on price and clearly labelled assumptions for everything else.
Assumptions:
- A 400-employee manufacturer already pays for greytHR HRMS, so the HRMS base is a sunk cost.
- Three recruiters use the recruitment add-on.
- Internal implementation effort: 60 HR hours in year one at an assumed internal cost of ₹600 per hour.
- Job-portal and advertising spend is excluded, because it is the same whichever ATS you choose.

To compare a standalone ATS, replace the licence line with the vendor's quote or calculator result, then add an integration line. If a standalone tool cannot push hires into your HRMS, estimate the hours spent re-entering each new joiner (for example, 20 minutes per hire multiplied by annual hires). At a few hundred hires a year, that hidden line can exceed the licence difference.

Risks and compliance checklist
- DPDP consent and notice. Show candidates a clear notice of what data you collect, why, and how long you keep it. The DPDP Rules require standalone consent notices that explain the specific purpose.
- Retention and deletion. Set a documented retention period for rejected candidates and make sure the ATS can delete or anonymise automatically.
- Access control. Hiring managers should see only their requisitions. Salary expectations and identity documents need tighter roles.
- Vendor contract. Your ATS vendor processes personal data on your behalf. Put data processing terms, breach notification timelines and exit data export in the contract.
- Labour Codes. Review offer letters, wage components, fixed-term employment clauses and probation terms against the Code on Wages, 2019 and the Industrial Relations Code, 2020 now in force.

- Job-portal terms. Resume databases from portals come with their own licence terms; do not export them into your ATS in ways the portal contract forbids.

How to choose
- Start from your HRMS. If you already use Keka, Darwinbox, greytHR or Zoho People, trial their recruitment module first. Only move to a standalone ATS if it clearly fails your sourcing or reporting needs.
- Test with your hardest role. Use a high-volume or hard-to-fill role in the demo, not a generic example.
- Count real users. Separate full recruiters from hiring managers who only give feedback. Per-recruiter pricing favours this split.
- Demand a DPDP walkthrough. Ask the vendor to show consent capture, retention rules and deletion inside the product.
- Check offer-to-onboarding flow. Watch a candidate become an employee in the HRMS. If fields have to be retyped, count the hours.
- Get the three-year number in writing. Include add-ons such as video interviews, assessments or AI credits, which some vendors sell separately.
