Quick answer: Choose Stripe Billing if you want one vendor for subscriptions and payments: it charges 0.7% of Billing volume on top of 2% for most Indian cards. Choose Chargebee if you need to keep a gateway such as Razorpay and want plan, dunning and revenue tooling above it; its pricing page offers $0 + 0.80% or $99 + 0.65% of monthly invoicing, breaking even at $66K. Whichever you pick, RBI e-mandate rules shape how Indian recurring payments behave.
How we researched this: We read Chargebee's pricing, gateway, retries and RBI e-mandate documentation, Stripe's Billing pricing page and its India recurring-payments, UPI AutoPay and retry docs, and the Reserve Bank of India's Digital Payments - E-mandate Framework, 2026. Prices and rules are as published in October 2026; both vendors price in dollars on the pages we read.
Chargebee vs Stripe Billing recurring software: the 60-second comparison
| Chargebee | Stripe Billing | |
|---|---|---|
| What it is | A billing and revenue layer that connects to 40+ payment gateways | Billing built into Stripe's own payments |
| India gateways listed | Stripe and Razorpay (both shown as Preferred Partners on the India list) | Stripe |
| Billing fee | $0 + 0.80% or $99 + 0.65% of monthly invoicing volume | 0.7% of Billing volume (pay as you go) |
| Payment processing | Charged by the gateway you connect | 2% on most India-issued cards, 3% on cards issued outside India (INR sales within India) |
| Failed-payment recovery | Smart Dunning, up to 12 retries; Custom, up to 5 retries on fixed days; Revive for Stripe and Braintree | Smart Retries (not for India-issued cards), up to three recovery automations |
| Analytics | "Usage, pricing, and revenue analytics" | "MRR, churn, and payment failure rates by segment" |
The structural difference matters more than the percentages. Stripe Billing is simplest if Stripe is also your payment processor. Chargebee earns its fee if you already run Razorpay, need to change gateways, or want finance-grade tooling such as Chargebee RevRec.
Pricing side by side
Chargebee's pricing page shows a slider for monthly invoicing volume with two options and a "$66K breakeven": $0 + 0.80%, or $99 + 0.65%. The breakeven is simple arithmetic: 0.80% of V equals $99 plus 0.65% of V when V is $66,000. Below that, the no-base-fee option is cheaper; above it, the $99 option wins. The page says Billing includes 100M usage events a month and access to 40+ gateways; Enterprise (multi-entity, account hierarchy) is a custom quote. Extras such as a free Growth Starter and CPQ Lite (first 50 quotes) exist for Billing customers.
Stripe's India Billing page shows one model: 0.7% of Billing volume for recurring revenue, with every feature included, and no per-plan split. Customer-portal custom domains cost US$10 a month. Payment processing is separate: 2% for most cards issued in India and 3% for cards issued outside India when you accept INR for sales within India, or 4.3% plus 2% conversion on international sales.
A worked comparison with assumed volume (not a quote): a SaaS invoicing $20,000 a month. Chargebee's no-base option costs $160 (0.80%); its $99 option costs $229. Stripe Billing costs $140 (0.7%) before processing, and processing at 2% on Indian cards adds $400, so Stripe's all-in figure is about 2.7% of volume. For Chargebee you add whatever your gateway charges. Always compare the sum of billing plus gateway fees, and ask the gateway for its rate in writing. These dollar prices also raise a GST question for an Indian buyer; our guide to claiming GST input credit on SaaS explains invoice entity and reverse-charge treatment.
Chargebee subscription billing India: gateways and e-mandates
Chargebee's India documentation is mostly about one thing: the RBI e-mandate. Its pages say that e-mandates must be set up with additional factor authentication (AFA), that setup happens when a subscription is linked to a payment method, and that an e-mandate must be configured for each subscription separately. Consolidated invoicing across several subscriptions is not supported. With Razorpay, Chargebee says e-mandates apply to cards issued in India and only for INR; for non-INR payments it suggests collecting manually through Pay Now one-time payments.
Other Chargebee India notes from its Razorpay page: pre-debit notifications must go out 24 hours before every renewal, recurring payments can take up to three extra days to confirm, you should select "receive all events" in Razorpay's webhook settings, merchants cannot complete mandate setup on a customer's behalf, and you should ask Chargebee Support to enable the e-mandate workflow and turn on dunning with Pay Now links in dunning emails. Customers can start the mandate at checkout or through the Self-Serve Portal. Chargebee also notes that custom checkouts built on Razorpay.js need integration changes.

What RBI's 2026 e-mandate rules mean for your billing
The Reserve Bank of India issued Digital Payments - E-mandate Framework, 2026 on 21 April 2026, effective immediately. It covers recurring transactions on cards, prepaid payment instruments and UPI, domestic or cross-border. Key points for a SaaS founder:
- Registration: one-time e-mandate registration validated by AFA, and the first transaction needs AFA (it can be combined with registration).
- Amount limit: recurring transactions up to ₹15,000 may be authorised without AFA; above that, AFA is needed. Insurance premiums, mutual fund subscriptions and credit card bill payments may go up to ₹1,00,000.
- Pre-debit notification: at least 24 hours before each debit, stating the merchant name, amount, debit date and time, e-mandate reference and reason; customers can opt out of one transaction or the whole mandate.
- Post-debit notification: merchant, amount, date and time, references, reason and grievance details.
- Modification and withdrawal: customers can change validity or withdraw at any time, with AFA.
- Acquirers must ensure the merchants they onboard comply.
Plan pricing around ₹15,000: a ₹18,000 annual plan is above the no-AFA limit, so each charge would need customer authentication, while a ₹1,500 monthly plan renews cleanly. Stripe's UPI AutoPay page sets the default mandate amount at ₹15,000, the maximum that can be charged automatically with UPI AutoPay. This is a billing-design decision, not just a compliance one. Our comparison of UPI AutoPay and eNACH goes further.
Testing the mandate flow before launch
Do not discover mandate behaviour with real customers. Stripe's India docs list sandbox test cards for exactly this: 4000003560000123 simulates successful mandate setup and renewals, 4000003560000297 simulates a customer cancelling or pausing an off-session payment after the pre-debit notification, 4000003560000248 simulates the bank failing to send the notification, and 4000003560000263 simulates a customer cancelling the mandate. In a sandbox, Stripe says an off-session PaymentIntent takes about 15 minutes to leave the processing state, versus the 26 hours in live mode. Its docs also say Stripe attempts mandates only on Subscriptions created after 1 October 2021, and that for non-INR subscriptions a mandate is registered only if an India payment method is attached when the subscription is created.
On Chargebee, the checklist from its Razorpay page is: ask Support to enable the e-mandate workflow, confirm 3D Secure is on, turn on dunning with Pay Now links, and select all events in Razorpay's webhook settings. Then run one card and one UPI subscription end to end, including a renewal that crosses ₹15,000.
Invoice details matter too. If your annual turnover requires e-invoicing, check that the tool can produce IRN-validated invoices; Stripe lists "Invoicing and e-Invoicing" without India specifics on the page, and Chargebee's pricing page mentions invoicing and tax automation. Ask each vendor in writing, and compare with the standalone options Stripe Invoicing and Chargebee Invoicing. Our guide to setting up Razorpay covers the gateway side.
Dunning management SaaS payment recovery in India
Dunning is the sequence of retries and reminders after a failed charge. In India it behaves differently, because a retry is a new debit that needs a mandate and a 24-hour pre-debit notice.
- Stripe: Smart Retries pick retry times with machine learning, with a recommended default of 8 tries within 2 weeks. Stripe's docs state that it does not retry payments when the payment card is India-issued. For India cards, Stripe's India docs say off-session charges need a mandate or the payment declines, that it waits 26 hours before charging a card, and that for UPI it sends the pre-debit notification and charges one day later. Stripe also says you cannot cancel or update a mandate and that failed mandates become inactive with an inactive reason such as issuer_not_supported.
- Chargebee: Smart Dunning reads gateway error codes with up to 12 retries; Custom runs a fixed schedule of up to 5 retries. Its Revive engine, which Chargebee says reads 200+ signals per failed payment, is available for Stripe and Braintree at present, so Razorpay-based Indian setups lean on Smart Dunning. Reminder emails run separately from retries. Recovery results quoted on the page are Chargebee's own and are from customers of other markets.
A practical dunning plan for an Indian B2C SaaS: send a renewal reminder 3 days before the charge, accept the 24-hour pre-debit window as part of the timeline, offer a one-click UPI or card payment link on day 1 of failure, send a second link on day 4, and pause access on day 7. Keep a manual Pay Now route for non-INR customers.
SaaS metrics dashboard MRR ARR churn: what to track
Whichever tool you pick, a billing system is the source of truth for three numbers.
- MRR: the sum of monthly recurring charges. 200 customers on ₹2,000 a month is ₹4,00,000 MRR (an assumed example).
- ARR: MRR × 12, here ₹48,00,000.
- Churn: customers (logo churn) or revenue lost in the period. If 6 of those 200 customers cancel in a month, logo churn is 3%.
Stripe says its Billing lets you filter MRR, churn and payment failure rates by segment, and lists "billing analytics and benchmarks". Chargebee's pricing page lists usage, pricing and revenue analytics in Billing. Neither pricing page publishes a definition of the metrics, so check how each treats annual plans, paused subscriptions and discounts. Split failed-payment churn from voluntary cancellation, because dunning only fixes the first. See the subscription billing and payment gateway directories, and Stripe itself if you only need payments.
Which one fits which Indian SaaS
- Seed-stage SaaS selling to Indian SMBs in INR: Stripe Billing if Stripe is already your processor; otherwise Razorpay with Razorpay Subscriptions, or Chargebee on top of Razorpay.
- Export-first SaaS selling to US customers: Stripe lists 4.3% plus 2% conversion for international sales, so compare gateways before choosing Billing on price alone.
- Series A with usage-based pricing and finance hires: Chargebee, for its Enterprise tier and revenue recognition tooling.
- Not for you: a business with fewer than a few dozen subscribers, which can use a payment-link workflow and a spreadsheet until volume justifies a billing platform. For services, read recurring billing for service businesses in India.
