Quick answer: For news and content sites, shortlist iZooto, which automates push from an RSS feed and quotes prices on request. For Shopify stores, PushOwl and PushEngage cover cart and back-in-stock alerts, and PushEngage has a free tier for 200 subscribers. OneSignal bills per subscriber or per mobile user, which suits developers adding web and app push. MoEngage, CleverTap and WebEngage fit when push is one of many channels.

How we researched this: We read the pricing pages and homepages of iZooto, PushEngage, OneSignal, PushOwl, MoEngage, CleverTap and WebEngage, OneSignal's setup documentation, Apple's WebKit note on iOS web push, and the Government of India's press release on the DPDP Rules. All figures are as published in October 2026.

What a web push tool must handle before you compare prices

A web push notification is a message that a browser shows on the desktop or phone after a visitor clicks "Allow" on your site. No app install, no phone number, no email. That simplicity is also the catch: everything depends on the permission prompt, so choose a tool on how it handles consent and delivery, then on price.

Four constraints come from the vendors' and Apple's own documents.

  • HTTPS and a service worker. OneSignal's setup guide requires a secure site with a valid SSL certificate and the ability to host its service worker file on the same origin as the page where visitors subscribe. Each subdomain counts as a separate origin and needs its own OneSignal app.
  • Browsers. OneSignal lists Chrome, Firefox, Safari (macOS and iOS 16.4 and later) and Edge as supporting web push. Visitors in private or incognito mode cannot subscribe.
  • iPhones need a Home Screen install. Apple's WebKit post says push on iOS and iPadOS 16.4 works only for web apps added to the Home Screen, with a manifest whose display mode is standalone or fullscreen, and the permission request must follow a direct user action such as tapping a "subscribe" button. OneSignal's docs add that iOS does not show the permission prompt until the visitor adds the site to the Home Screen. Because of that extra install step, plan for fewer iPhone opt-ins than Android ones and design a separate "add to Home Screen" nudge.
  • Pre-prompts. OneSignal's guide suggests a custom pre-prompt explaining the benefit, shown after the visitor has engaged with the site rather than on first page load, with the browser's native dialog opening only after they accept it.

If you are choosing push notification software for web apps, test the iPhone rule first; and if a vendor cannot explain how it handles these four points for your stack, move on.

Plans and prices side by side

Prices below are per each vendor's pricing page (checked October 2026). Three of the four show dollar prices and one is on request.

ToolWhat the pricing page showsNotable limits
PushEngageFree $0; Business $8; Premium $15; Growth $24 a month; Enterprise by quoteFree: 1 site, up to 200 subscribers, 30 campaigns (lifetime). Business: 1 site, up to 50,000 subscribers. Premium: 2 sites, up to 100,000. Growth: 3 sites, up to 250,000. Billed on active subscribers only; 14-day money-back guarantee
OneSignalFree; Growth from $19 a month platform fee plus usage; Professional and Enterprise customWeb push $0.004 per subscriber; mobile push $0.012 per monthly active user; free plan: web push max 10,000 subscribers per send, mobile push free up to 1,000 MAU. USD payments only
PushOwlBasic $0; Plus $19; Power $79 a month (no currency code stated)Web push per month: 500 on Basic; 10,000 on Plus and 25,000 on Power at the prices shown (a slider raises volume); Basic includes 500 emails a month
iZootoNo prices published; pricing link goes to a contact pageOffers a 2-week free trial per its RSS page

Read the PushEngage row carefully. The same table also shows "starting at" figures of $14, $29 and $60 for Business, Premium and Growth, and the calculator lists Business at $9 a month billed annually. The page does not reconcile the numbers, so ask for the exact quote for your subscriber count before paying. Annual billing is advertised as saving up to 50%.

What each tier adds matters more than the headline price:

  • PushEngage Business adds rich notifications, RSS auto push, geo-based targeting and performance analytics. Premium adds goal tracking, form-abandonment campaigns, timezone sending and A/B tests. Growth adds WooCommerce connection, cart and browse abandonment, back-in-stock and price-drop alerts, webhooks and event-triggered workflows.
  • PushOwl Basic already includes scheduled campaigns, price-drop and back-in-stock automation; Plus adds abandoned-cart automation; Power adds flash-sale and browse-abandonment flows, smart delivery, custom automation and a custom attribution window. PushOwl says it is "built exclusively for Shopify".
  • OneSignal Free includes basic automation and 3 active journeys; Growth lifts that to 5 journeys, with Professional at 20.

Two worked examples show how differently they scale. A Shopify store with 50,000 web push subscribers on OneSignal Growth would see a $19 platform fee plus 50,000 × $0.004 = $200, so about $219 if the usage rate is billed monthly, as the page's cost calculator suggests (the page does not state the billing period for web push). The same list size fits PushEngage's Business tier at its headline $8 to $14, though Business caps you at 5 active workflows. A mobile app with 20,000 monthly active users would pay 20,000 × $0.012 = $240 plus the $19 fee on OneSignal's mobile push. Set those against your own list sizes before you accept an "unlimited" claim.

The iZooto web push notification platform for news sites and publishers

iZooto positions itself at publishers. Its homepage lists web push, app push, a notification inbox called News Hub and On-Site Interactions, and says it is built for editors and audience managers. The company states "250 Billion Notifications Sent Every Month By Over 15K Publishers", a self-reported figure we cannot verify. What interests a newsroom is the workflow.

Its RSS automation page says you "plug your RSS feed into iZooto", set the frequency of notifications, and let it distribute articles. Multiple feeds can run at once, such as sports, election, technology, opinion, exam and job feeds, and the page suggests daily digests like a stock-market round-up. The page does not describe filtering which feed items trigger a push, so ask in the demo whether an editor can hold back a story or override the headline.

A rollout for a Nashik Marathi daily with a desk of editors could look like this: connect the main feed and one "breaking" feed; send breaking items instantly, but cap routine stories to a few digests a day; and, if the tool supports topic-level targeting on feeds (ask in the demo), let sports and exam-result feeds go only to subscribers who chose those topics. PushEngage lists RSS auto push from its Business plan, so compare it before assuming iZooto is the only option.

iZooto's pricing is the question mark: the pricing link leads to a contact page and the homepage says "Flexible Pricing". Request a written quote with the subscriber count and the notification volume you expect, and use the two-week trial to measure click-through on your real feed.

Web push versus mobile app push

Web push and app push use different SDKs and different permission rules, but most vendors bundle them.

  • PushEngage lists web push plus iOS and Android app push on its free plan.
  • OneSignal treats mobile push as a separate meter: $0.012 per monthly active user on Growth, and unlimited mobile push free up to 1,000 MAU. Its free plan also covers in-app messaging.
  • iZooto lists app push beside web push on its homepage.

When you price a mobile app push notification SaaS, look at the meter first (OneSignal's is per monthly active user). If your business is an app with logins, app push connects to a user ID you already know. Web push connects only to a browser, so a returning customer on a new phone looks like a stranger. That gap is one reason teams outgrow a push-only tool and look at a full engagement platform. MoEngage says it offers "16+ channels in one platform" including push, SMS, WhatsApp, RCS and in-app messaging, and claims 1350+ consumer brands. CleverTap lists push notifications, WhatsApp, in-app, web messaging, RCS and SMS and says it is trusted by 2000+ brands, with offices in Mumbai and Bengaluru. WebEngage lists fifteen channels, including mobile, web, email, WhatsApp, SMS and RCS, and says 900+ brands use it. Those are the vendors' own claims. WebEngage's homepage shows no prices, only "Request Demo" and "Login" buttons, so ask all three for written quotes.

For how those three differ, read our comparison of CleverTap, MoEngage and WebEngage, or the Netcore versus WebEngage note if email is your main channel. For the data layer behind them, see our guide to customer data platforms in India and mobile app analytics tools. If you also message by SMS or RCS, see RCS business messaging in India.

Push is permission-based by design, but your notice still matters. India's Digital Personal Data Protection Rules, 2025 were announced as notified in a PIB press release dated 14 November 2025. They provide an 18-month phased compliance timeline, so the compliance window runs into 2027, and they require businesses to issue standalone, clear and simple consent notices that explain the specific purpose for which personal data is collected and used. Exact commencement dates by provision are in the Rules themselves.

For push this means three practical steps. State on your pre-prompt what you will send ("order updates and offers, at most once a day"). Keep a record of when each person subscribed. And give people an easy way to turn the alerts off. If you store phone numbers or emails beside the push token, put them under the same notice. Our overview of DPDP Act compliance software covers the broader programme.

Who should skip which tool

  • Skip PushOwl if you are not on Shopify; its page says it is built exclusively for Shopify. WooCommerce stores should look at PushEngage, whose Growth plan lists a WooCommerce connection.
  • Skip OneSignal's pay-per-user model if you cannot forecast list size, and note that it accepts payment only in US dollars, with local-currency payment through resellers limited to annual Professional and Enterprise customers.
  • Skip the big engagement suites if you only want a bell icon and three automations. You would pay for a data platform you will not use.
  • Skip iZooto if you need a published price today, or if you run a transactional shop rather than a publishing business, since its pages speak to news and media rather than to stores.
  • Skip web push altogether if your audience rarely returns to your site; push needs repeat visitors. Email through Brevo or a WhatsApp tool may do more. Our marketing automation roundup compares those.

A three-week plan to get live

Week 1: put the site on HTTPS, add the vendor's service worker, set up a test subscriber on Android Chrome and one iPhone, and write the pre-prompt copy. Check that images and click-through links open the right page.

Week 2: switch the prompt on for 20 to 30 percent of traffic, measure opt-in rate by device, and send three kinds of message only: welcome, a topical or order alert, and one offer. For a store, enable cart-abandonment and back-in-stock flows first.

Week 3: add segments (city, topic or product category) and an unsubscribe-friendly cap on daily messages. Compare click-through between segmented and broadcast sends, then decide whether the paid tier's extra automation is worth the upgrade. FAQs

Which is the best web push notification tool for news sites?

iZooto is built for publishers, with RSS automation and a news inbox, and quotes prices on request. PushEngage lists RSS auto push from its Business plan, so it is the priced alternative to compare. Test both on your real feed during their trial or guarantee periods.

Does web push work on iPhone?

Yes, but only for sites added to the Home Screen on iOS and iPadOS 16.4 or later, as Apple's WebKit note explains. The permission request must follow a user action. Plan a separate "install this site" prompt for iPhone visitors.

How much does OneSignal cost for web push?

Per OneSignal's pricing page (checked October 2026), the Growth plan starts at a $19 monthly platform fee, and web push is $0.004 per subscriber. The free plan limits web push to a maximum of 10,000 subscribers per send. Payments are accepted in USD only.

Is PushEngage free?

PushEngage has a free plan for one site with up to 200 subscribers and 30 lifetime campaigns, per its pricing page. Paid plans are billed on active subscribers only, and the page offers a 14-day money-back guarantee.

Can I send push notifications from my own app without a vendor?

Technically yes, but you would build the service worker, subscriber database, segmentation and analytics yourself. The tools above bundle those, which is what you pay for.
