Quick answer: If your business sends the same customers a bill every month, getting listed on BBPS (now branded Bharat Connect) lets them pay from their regular UPI and bank apps. You join through an operating unit, which RBI's 2024 Directions say can be a bank or an RBI-authorised payment aggregator: Cashfree and Setu both offer it, with pricing quoted on request. For B2B invoices, Zoho Books connects to Bharat Connect; for one-off bills, use dynamic UPI QR and a gateway.

How we researched this: We read RBI's Bharat Bill Payment System Directions, 2024 and its Payment Aggregator Master Direction, the Bharat Connect (NBBL) home page, NPCI's 13 October 2026 UPI release, and the product, docs and pricing pages of Cashfree, Setu, Zoho Books, PayU and Razorpay. Everything is as checked in October 2026; coverage and timelines quoted from vendors are their own claims.

What BBPS is and the roles RBI defines

The Bharat Bill Payment System is RBI's framework for one interoperable bill-payment network. RBI's Directions, applicable from 1 April 2024, define the cast:

  • NPCI Bharat BillPay Ltd (NBBL) is the authorised central unit (BBPCU). It sets operational, technical and business standards, clears and settles, and runs the dispute framework. NBBL now presents BBPS to the public as Bharat Connect.
  • Operating units (BBPOUs) are the system participants. A BBPOU can be a Biller Operating Unit (BOU), which onboards billers, a Customer Operating Unit (COU), which gives customers a place to pay (an app or an agent shop), or both.
  • Banks and non-bank payment aggregators can become BBPOUs without a separate RBI authorisation, but they must tell RBI's Department of Payment and Settlement Systems before they start.
  • Biller aggregators gather billers to connect to a BOU; technology service providers certified by NBBL supply the integration.
  • Billers can be companies, government departments or individuals connected through a BOU.

Three operating rules shape what you build. First, the bill must be fetched before payment is initiated, so BBPS suits invoices you can present in advance; it is not a generic checkout. Second, every transaction carries a BBPS reference number from the payment-initiation stage, and disputes run through NBBL's central complaint system using that number. Third, a non-bank BBPOU must hold BBPS money in an exclusive escrow account with a scheduled commercial bank, and failed transactions follow RBI's turnaround-time and compensation circular.

On reach, Bharat Connect's own page claims 25+ bill categories, 22,000+ billers, 700+ digital channels and 5 lakh+ physical outlets, with eight settlement cycles a day for billers. Cashfree's BBPS page cites 21,000+ billers, 150+ UPI channels and bank apps, and 35 lakh+ offline touchpoints. These are provider claims; the practical point is that a listed biller appears inside apps the customer already has open.

Should your business become a biller?

BBPS is for entities that "generate the recurring bills to be paid", in Cashfree's words. Its docs name electricity boards, NBFC loan repayments, insurance premiums, rent, club and association membership, and broadband or cable subscriptions; the product page also lists B2B invoices, piped gas and LPG, and PG or co-living rentals.

Take a Nashik broadband provider with 4,000 subscribers who pay between ₹499 and ₹1,299 a month. Today the accounts team reconciles UPI screenshots, cash and bank transfers by hand. As a BBPS biller, a subscriber opens any supported app (the consumer-side listing is BBPS Bill Pay), finds the provider, sees the current bill and pays; the payment returns with a BBPS reference, and the provider reconciles from a dashboard. Billers on monthly cycles should also read recurring billing for service businesses and subscription billing software. A 3-person accounting practice with 40 retainer clients does not need this; payment links will do (see collecting payments faster with reminders and UPI links). A hospital billing at the counter should look at the QR and gateway sections instead.

Cashfree's published onboarding path has five steps:

  1. Fill in the support form to talk to the BBPS team and finalise commercials.
  2. Choose API integration or the no-code option.
  3. Cashfree handles your onboarding on the BBPS platform.
  4. Go live. Cashfree says the biller appears immediately in BHIM, within a week in Google Pay, and in about two weeks in PhonePe, other UPI apps and offline platforms; its marketing claims go-live in under three weeks.
  5. Customers pay from any app, and you track BBPS transactions on the dashboard, with reminders and status alerts.

What to have ready before you apply: RBI makes the biller operating unit responsible for merchant due diligence under the payment-aggregator rules, plus any extra requirements NBBL sets for particular biller categories, so expect to supply PAN, GST registration, bank details and signatory KYC, much as in a gateway application (our Razorpay setup guide lists the paperwork). Your billing system must also be able to answer a bill-fetch request with the right amount and due date for a given customer identifier, because the app asks for the bill before the customer can pay it.

On money, Cashfree's FAQ says BBPS runs on a T+1 cycle, so settlement arrives within 24 hours of payment subject to bank approval, that charges "vary from category to category", and that transaction limits depend on the payment mode (UPI limits for UPI payments). No rate is published, so ask for a per-bill quote in writing.

B2B invoices on Bharat Connect

BBPS is not only for consumer bills. Two vendors describe B2B uses:

  • Zoho Books. Zoho says the India edition connects to Bharat Connect so you can send and receive sales orders, purchase orders, invoices, bills, credit notes and debit notes, make and receive payments through connected banking, UPI and cards, and have payments matched in real time. Setup requires GSTIN verification, you generate a B2B ID and link your customers' or vendors' B2B IDs, and it is available only in the India edition. Pricing for Bharat Connect is not listed on the page.
  • Setu's B2B platform. Setu describes invoice-to-cash on Bharat Connect with bulk payment requests, bulk CSV import of merchant networks, debit and credit notes, reminders and invoice discounting via TReDS, tiered L1 to L3 merchant onboarding, and a bank-led model. It says the platform uses 91 APIs and is live with a large corporate and a private bank. Contact sales for pricing.

A Coimbatore textile mill invoicing 60 garment makers is the target user. Instead of mailing PDFs and chasing UTR numbers, invoices arrive in the buyer's own books with a payment action attached. This needs buyers on the same network, so test with your five largest customers first. For the supplier-payment side of the same loop, see bulk vendor payouts in India.

Dynamic UPI QR for per-bill collection

If BBPS is overkill, a QR that carries the bill amount does much of the same job. Cashfree's UPI QR page separates two types: static QR codes are reusable with no fixed amount, while dynamic QR codes carry a preset amount, expire after payment or a set time, and come through the desktop QR checkout of its payment gateway rather than the UPI QR product. The page says it charges zero transaction cost on payments collected through UPI QR codes, settles within 30 minutes, offers an API that creates a VPA per branch or franchisee, and can split settlements between a business unit and head office by percentage. Razorpay's docs describe both dynamic and static QR codes created from the dashboard or API, webhook notifications for each payment, and a prerequisite that QR codes be enabled for your account. Razorpay prices payments under its gateway rates, so confirm the QR rate when you apply.

The price caveat is new. The NPCI release of 13 October 2026 (see NPCI UPI) says merchant discount rate on select P2M UPI transactions will start immediately after Diwali on a date to be notified separately, without saying which transactions. Treat any "zero cost" UPI claim as true as of today. Our guide to UPI payment gateway charges and MDR tracks the basics, and the UPI QR and soundbox guide for small shops covers counters. Credit card EMI at checkout

For tickets above about ₹20,000, EMI lifts conversion but costs you. Published rates (checked October 2026):

ProviderEMI fee on its page
CashfreeCredit-card EMI 2.2%; debit-card EMI 1.5%; cardless EMI +1.90%; Pay Later 2.20% and 2.50%
PayU3% for EMI, Amex, Diners and international
RazorpayEMI listed within its single-rate block (2% + GST); one line footnoted at 2.15% + GST
InstamojoEMI options from select banks; 2% + ₹3 for the listed modes

On a ₹60,000 refrigerator sold on a credit-card EMI at Cashfree's 2.2%, the fee is ₹1,320 plus GST, about ₹1,558 in all. RBI's payment-aggregator Direction also requires that any charge a merchant adds beyond the price of the goods be "distinctly displayed to the payer prior to the transaction", so if you pass an EMI convenience fee to the buyer, show it before payment. Note that Cashfree's new-merchant offer excludes all EMI methods, so do not budget EMI at zero. For a full gateway comparison see Razorpay vs Cashfree fees.

An RBI compliance checklist

"RBI compliance payment SaaS India" boils down to a few verifiable points about your partner and your own conduct:

  1. Check the partner's status. Payment aggregators and BBPS operating units operate under RBI's Directions; our guide to payment aggregators and the RBI list explains how to check.
  2. Refunds go back to the original payment method unless the payer asks otherwise (RBI's PA Direction, para 10(f)).
  3. No transaction limits imposed by the aggregator for a payment mode; limits sit with issuers (para 10(d)).
  4. Disputes: your partner must run a dispute mechanism with refund timelines and publish a grievance officer and escalation matrix.
  5. Contract: settlement timelines are fixed by your agreement with the aggregator, so read the clause.
  6. Records: keep BBPS reference numbers and gateway IDs against each invoice for reconciliation.

FAQs

What is BBPS and is it the same as Bharat Connect?

BBPS is the Bharat Bill Payment System run by NPCI Bharat BillPay Ltd. NBBL's own site now presents it as Bharat Connect, so the two names refer to the same network.

How does a business get listed on BBPS?

Through a biller operating unit: a bank or an RBI-authorised payment aggregator, often via a technology partner. Cashfree's process is support form, API or no-code integration, onboarding by Cashfree and go-live within roughly one to three weeks per its pages.

Is there a charge for collecting payments through BBPS?

Yes. Cashfree says charges vary by category and are shared on request, with T+1 settlement. Compare quotes from at least two operating units.

Can I use BBPS for B2B invoices?

Yes, where both parties use a platform connected to Bharat Connect. Zoho Books (India edition) and Setu's B2B platform both describe invoice and payment flows on it.

Do dynamic UPI QR codes cost anything?

Cashfree's page says it charges zero transaction cost for UPI QR payments, but NPCI has announced MDR on select merchant UPI transactions from a date to be notified, so recheck before you commit.
